About the role:

The Global Operations Leader, Talent Acquisition will work closely with the senior TA and HR leadership team to develop, drive and execute on TA’s financial operating plan while also continuously implementing strategies and best practices to ensure organizational effectiveness across IBM's Global Talent Acquisition organization. He/she will own the development and build out of our TA Store and menu of offerings and will manage and lead the team driving global financial forecasting/planning and reporting across all hubs and delivery centers. This leader will partner globally with Regional stakeholders on budget management and regional financial governance and policy. This individual will play a lead and instrumental role in helping the global talent acquisition team hire the next wave of outstanding talent in a global, complex corporate environment.

Key Responsibilities:
  • Manage and own a significant worldwide talent acquisition budget to include spend analysis, Fall planning, tracking, and forecasting within a global environment adjusting to changing business needs as necessary
  • Partner, influence and collaborate with IBM businesses, key stakeholders, executives and Finance to optimize capacity and utilization; assess, analyze, model and predict staffing levels, forecasts and metrics
  • Create a menu of offerings to give managers a choice over how they leverage TA services. Design the menu, pilot, iterate, gain stakeholder buy-in, and partner with Talent Acquisition Delivery to scale across IBM.
  • Develop and negotiate a funding plan for menu of offering strategy. Gain stakeholder buy-in within talent acquisition and with business unit and finance executive leadership on cost per service and volume. Secure adequate funding during fall planning for Talent Acquisition to execute on the menu of offerings.
  • Lead the development, communication and delivery of effective business cases for talent acquisition initiatives to key stakeholders/decision makers. Be a Data Poet and be able to craft and articulate a story through numbers.
  • Manage recruitment reporting to include segmentation, key metrics, trends and analytics
  • Work closely with the talent technology team to optimize technology with process
  • Lead, Deliver and execute on vendor selection and contract negotiation for worldwide talent acquisition contracts
  • Manage and enhance the existing methodology to liquidate talent acquisition costs to IBM businesses
  • Act as trusted business advisor for talent acquisition operational and financial topics
  • Lead, develop and mentor of a global team of operations analysts

Required Technical and Professional Expertise

Qualifications:
  • Bachelors degree in Finance, HR or related field
  • 8+ years experience in HR/ TA Operations, Finance or Business Operations
  • Excellent organizational skills and ability to juggle multiple demands without missing deadlines
  • Deep demonstrated financial leadership (forecasting, reporting, budgeting, cost recovery, utilization)
  • Strong written and oral communication skills with the ability to build business causes and communicate effectively in meetings, email and in formal discussions


Preferred Tech and Prof Experience

  • MBA
  • Experience managing a large global budget
  • Experience in Talent Acquisition or Human Resources
