Job Description
We are looking for an experienced Project Manager to join the IBM Thomas J. Watson Research Center in Yorktown Heights, NY as a Deputy Program Manager (DPM). The DPM will be responsible for overseeing program office activities, including financial, risk, schedule, and subcontract management; he/she will direct and coordinate activities of project office personnel to ensure project progresses on schedule and within prescribed budget.

Additional responsibilities of the DPM include:
  • Directing the daily activities of other key PMO personnel staff and interacting with the appropriate stakeholders.
  • Assisting the Program Manager in ensuring all resources including personnel and equipment are available. The Deputy PM is the authorized representative for the contractual and administrative performance of all services required under this contract, in the absence of the PM.
  • Reviewing project proposals or plans to determine time frame, funding limitations, procedures for accomplishing projects, PMO staffing requirements, and allotment of available resources to various phases of projects.
  • Reviewing status reports prepared by project personnel and modify schedules or plans as required as well as prepare project reports for management, client, or other stakeholders.

This role requires daily on-site work. The candidate must be able to work successfully with a diverse and dynamic team of both operational and technical personnel, collaborate with team members, work independently, and take own initiative.

US Citizenship is required for this position.

Required Technical and Professional Expertise

  • At least 10 years of experience in program management, at least 3 years successfully managing complex and large-scale programs
  • Must have excellent people skills, sound judgment, flexibility, and work well in a high stress environment
  • Possess and leverage strong analytical, collaborative, and decisive leadership skills
  • Proven ability to manage and motivate large cross-functional teams
  • Must possess or have the ability to obtain a security clearance
  • Must be a U.S. Citizen

Preferred Tech and Prof Experience

  • Ability to assist in contract negotiations, modifications, and other related contractual requirements
  • Relevant project experience at a comparable level of similar size, scope and complexity
  • Experience working in the Government industry
  • PMP certification
