Your Role and Responsibilities
IBM’s procurement function oversees $17B in annual spend for IBM and its customers and seeks to continually drive savings and increased value. IBM procurement provides IBM and our clients with end to end Source to Pay services including spend analytics, category strategy, strategic sourcing across multiple categories, tactical buying and procurement operations, all governed by robust and adaptable processes and procedures.
IBM is currently undergoing a procurement transformation that will transform internal procurement, making it an exemplar of digital procurement featuring IBM’s automation and AI capabilities and leverage this Client Zero environment as the catalyst to bring these capabilities to our procurement clients.
The US Policy, Process and Operations Focal will be charged with working with both the commercial and Federal Procurement teams, working to reinvent and modernize the current Procurement policies, processes and operations framework and assist with revamping and modernizing the current state of all procurement policies, processes, procedures, and work instructions with the support of the Global Policy and Process Lead. Their focus will also include identifying special compliance requirements that exists in the federal space and working to ensure we have a proportionate compliance posture relative to the regulatory requirement. This role will also develop a broad understanding of the procurement policies, processes, systems and operational elements and server as a liaison between sourcing teams and the broader governance, operations, data, systems and strategy teams. Keys to success in this role will be deep stakeholder engagements, issue transparency and speed of response and follow-up. Partnering with legal and Trust and Compliance to mange expectations and establish a cohesive excalation workflow and resolution process will also be important. An understanding of the overall procurement vision and how it is being developed with a focus on data and AI enablement are critical to success in this role.

Required Technical and Professional Expertise
• Bachelor’s degree in business administration or related field.
• Significant years of experience in procurement, operations, compliance, policy or related field.
• Familiar with FAR and Federal regulation implementation
• Experience working in fast-paced variable environment with competing priorities and requiring frequent multi-tasking.
• Commitment to continuous learning and an interest in creative problem solving
Preferred Technical and Professional Expertise
- Maters Degree preferred
- Certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM) a plus.
